Chief Finance Officer
Programmed Integrated Workforce is a proactive industry leader in the provision of managed labour, labour hire and staffing solutions.

Our client, a statutory authority of the Western Australian government which works in close partnership with government bodies, industry, business and community groups is looking to immediately appoint a Chief Finance Offer. Initially this appointment will be a six month contract but may have the possibility of extension and/or the opportunity for permanency.

As the Chief Finance Officer you will be responsible for ensuring compliance with the requirements of the Financial Management Act 2006 while providing advice to the Chief Executive Officer on risk, people and information. Operationally you will be responsible for all aspects of financial planning, management and reporting. As a member of the Corporate Executive Group you will also make a significant contribution to the development of the Strategic Plan, Business Plan and annual budget.

Key responsibilities and duties:

Strategic & Business Management

  • Facilitate business planning and budget review.
  • Prepare reports, briefing notes and correspondence on various issues and matters.
  • Ensure policies and procedures are created, reviewed and complied with to influence internal activities and assist in the compliance of external requirements.

Financial Management

  • Oversee strategic financial management as per the Financial Management Act Section 57m.
  • Provision of advice on the effectiveness of accounting and financial management information systems and financial controls.
  • Development of strategic options for future financial management.
  • Ensure proper communication and negotiation with the Department of Treasury and Finance on all financial issues.

General Management

  • Effective management of the Corporate Services Section to ensure a high standard of customer service is provided.
  • Effectively and efficiently manage the human, physical and financial resources related to the provision of corporate services in accordance with legislative requirements, including the Public Sector Management Act, Financial Management Act and Equal Opportunity legislation, organisational objectives and best practice.

To be successful in this role you will have:

  • Demonstrated experience in the development of financial reporting and budget management processes and the ability to prepare and review business and/or financial plans.
  • Demonstrated experience in managing a corporate services team responsible for supporting financial management, information technology, human resources and asset management.
  • Highly developed communication skills (verbal and written) and interpersonal skills, together with the ability to liaise at various levels and in a variety of contexts.
  • Proven leadership and strategic management skills with an emphasis on a participatory form of leadership and decision making.
  • Demonstrated knowledge and understanding of financial management requirements within the Public Sector, including relevant legislative requirements such as the FMA.
  • Qualifications in a relevant discipline
  • Professional membership of an appropriate accounting body
